Project Description
Project PRAAN (Panchayat Reform for Achieving AtmaNirbharta) is a flagship rural governance initiative of the District Administration, Pakur, designed to transform Panchayat Bhawans into vibrant, citizen-centric centres of service delivery. Anchored in LSDGs, GPDP priorities and major national missions such as SBM-G, JJM, RGSA and Mission Antyodaya, PRAAN integrates infrastructure renewal, institutional strengthening, behavioural change and digital governance. Through its innovative multi-Kaksh system, structured hygiene and water facilities, accessible infrastructure and data-driven monitoring, the project creates clean, inclusive and functional Panchayat spaces that enhance governance efficiency and improve quality of life across rural communities.
Vision
To build self-reliant, inclusive and citizen-centric Panchayats that function as the epicentre of last-mile delivery, ensure equitable access to essential services and promote sustainable rural development through robust governance systems, empowered communities and integrated infrastructure.
Mission
To institutionalise a holistic Panchayat reform model that blends infrastructure transformation, digital integration, community participation and behavioural change. PRAAN aims to create hygienic, accessible, technology-enabled and socially responsive Panchayat spaces that strengthen service delivery, support vulnerable groups and enable evidence-based decision-making for long-term rural resilience.
Project Objectives
- To convert Panchayat Bhawans into functional, citizen-friendly service delivery and community engagement hubs.
- To establish thematic Kaksh addressing women’s dignity, sanitation, livelihood, recreation and community meetings.
- To ensure universal access to hygiene, safe drinking water, hand-wash units, accessible toilets and waste management.
- To strengthen Panchayat-level governance through the Panchayat Advancement Index (PAI) for data-driven planning.
- To promote behavioural change, transparency, inclusiveness and community ownership in rural governance.
- To enhance digital access for citizens and frontline workers through mobile-based monitoring and digital service platforms.
